Default Dirty Coolant Reservoir

Looking into the reservoir of my new car and the water looks very dirty, there is no scum associated with head gasket problem but like as if you mixed sand with water, that sort of look? Any ideas why this would be the case. its a low mileage sti classic ra.
I doubt there is much coolant in it and mainly water.
Cheers.

I've seen a lot of jap imports like this, they mustn't be so hot on anti-freeze (excuse the sort of pun).. The cooling system then starts to corrode.
