electrical issue

Default electrical issue

I just changed the battery in my 1999 forrester. When I connected the new charged battery the brake,front turn lights and radio light repeatedly flash a sequence of 30 - 1 second flashes then 10 seconds no flash....I can hear the relay somewhere under the steering column and behind/under the dashboard.

I have check switches and fuses all seem to be in normal position/conditon. The car will start and run but this does not stop the lights going through their flash secquence.

The battery is fully charged at just over 12v

Has anyone had a similar exprience and/or know the corrective measures I should take?
