I would like some help in choosing a turbo for my sti 02.I want to reach around 400hp at the wheels and keep it as driveble as possible.I also heard that the PE1818 is for many the best choice , what is its potential?

for 400 at the wheels you would need at least a garrett GT30R, as that would equate to around 520 at the flywheel....
are you sure you dont mean 400 at the flywheel?

Well I got the car 6 weeks ago and I am still learning it, I had a supra before so the ej20 is a new thing to me, what I did not know is that big power loss between flywheel and wheels, how come its so much?

its a 4wd car, so as such you have power losses in getting the power from the engine to all 4 wheels instead of 2. Typically the accepted level of powerloss is anywhere between 22 and 28%
400 at the wheels would certainly be a nutty machine, but i might suggest that the engine would have expired before that would be reached. It would be very expensive to do and in terms of drivability id say it would be an aquired taste. Spool up certainly not before 4000rpm.
sadly your used to 3.0 litres and 6 cylinders and whats widely regarded as a very strong engine out of the factory.

IMHO Imprezas are better "point & squirt" handling cars, better & quicker in most real-world driving environments, than the larger rwd Supra & Skyline GTSts. These larger cars have bigger capacity engines, usually with a fair amount more power than your "average" Scooby, but usally are not as "quick" on the road as the lesser powered Scoob.
What I'm trying to say is you'll be better pleased with a well rounded handling / engine packaged Scoob rather than perhaps consentrating on the rather costly pursuit of higher bhp from the engine alone
