First of all what can i safely run the boost at?
The next thing is when i bought the car it was running 1 bar in 1st and 1.3 in the rest of the gears, but i drove it today and this seems to have dropped off to 1-1.1 bar in all the gears. What could be the cause of this?
It was hotter weather when i first bought the car but i thought this would have the opposite effect.
Any ideas/explanations would be much appreciated?

I am guessing/hoping it has been remapped? 1.3 bar is not standard boost, and you wouldnt want to run much more than that anyways (FWIW, mine peaks at 1.45 bar on a BRD map, and has been tested with det cans etc)
If the boost has just been upped without the fuel maps being altered, then I would be a little cautious, as I would think it would be running a "little" on the lean side, and due to being factory mapped for 100ron fuel will most probably be suffering from some form of det.
