It all depends on the year, 92-94 WRX's were quoted 240ps (237bhp) 95-96 were 260ps (257bhp) and 97-00 were all 280ps (276bhp)
Note this is for the SALOON version only, the wagons had a different turbo and produced less power (unless it was an STi).

0.8 bar is as near as damn it waste gate pressure. Is there a pipe from the turbo nipple directly to the waste gate? Mine was rigged this way when imported and wasnt using the ECU to control boost. It looked like an aftermarket boost controller had been removed prior to importing it into the UK.
Just be careful about plumbing it back in if it is this. There may be a reason why they reduced the boost.

0.8bar is arounf standard for a 1993 WRX.
279 is a good result with just and exhaust change. It could be running a little lean due to a faulty MAF which would give high BHP but may be getting dangerous.
If it was a good RR setup they should of spotted this.

Also, 200 miles when driven in a spirited manner is about right. I have just been testing my fuel economy in my MY98 WRX (modified) and can get 27mpg the motorway. This is with very restrained control, keeping it well off boost and with very progressive acceleration instead of booting it all the time.
80mph seems to be around the best speed for this.
45.77 litres at a cost of £1 per litre just for ease of calculation.
45.77 / 4.55 = 10.06 gallons
270 miles / 10.06 gallons = 26.84 mpg.
so £40
40 / 4.55 = 8.79 gallons
200 / 8.79 = 22.75 mpg
