Default Short engine (block) prices???

I have been ringing around several Subaru main dealers and performance specialist in search of a new short engine (block with pistons, crank etc) for my 1995 STi type RA. Prices have ranged from £920 for a semi-closed deck block (subaru part number 11008AA100) shipped from Japan (through a main dealer) to over £2000 from another dealer. One of the biggest performance specialists have quoted me £1800. So why the difference in price?? Also, I have been told that the 95 RA never came with a closed deck block, but just a semi closed deck block. Is this correct?
