Have you reset the ECU and checked for any codes? Could try cleaning all boost associated vacuum hoses, boost solenoid etc with brake cleaner. Are the vacuum pipes standard or silicone?
Had a similar problem on my 93 WRX, with the U8 fitted my boost was very hesitant or on/off. Turned out that one of the silicone pipes wasn't right, the one with the brass restrictor from the bottom of the Boost solenoid, the hole in the restrictor was too small and needed opening to 1 - 1.5mm (go careful if you do this, bit at a time). The car was like it when I bought it, and I only noticed the fault when I tried to up the boost and nothing happened. My car was not rough or lumpy though, a bit tappy maybe but these engines can be.
Just swapping fuels won't make any difference in the short term as these ECU's do not learn very quickly, they need a reset if you want results quickly. I would really get to the bottom of the cars troubles first though. An accurate boost gauge would also be useful as then your are not working blind.
