Default can a bov reduce your boost!!!

i have just fitted a dump valve and seems like the boost has gone down slightly from 0,9 to 0,7 bar, then tails off to 0.5. but it feels like its still pulling well if not better.is this possible? what is a standard jap 95 wrx maximum(safe) boost with no mods exept cone filter an backbox.an no mods in the near future planned..any idea apreciated
