'95 Legacy - heater only blows hot

Hi all, I have a friend with a '95 Legacy that has a problem with the heater in that it only blows hot air, even when the slider is moved to the cold position. Is the heater vent box operated by Bowden cables, and if so, is it likely to be a loose/snapped cable? Or is the box electrically controlled, and could it be a connection fault? The car doesn't have aircon or any form of climate control that I'm aware of! Oh, and how do I remove the heater control panel and any associated dashboard sections to gain access to the heater vent box?

There was two motors on mine (wrx) and one of the bars that move the heater to hot and cold had fallen off and would only blow hot untill i found the other hidden behind the other and moved it by hand. Cant say if yours would be the same but might be worth a look.
