Thicky question about exhausts

Hi all,
could someone explain to me in idiot language what a de-cat exhaust is and why some have it and some dont, what is required to pass and mot?

its a exhaust without any catalytic converters, without them in the exhaust has a more free flow to it hence increasing BHP/Torque levels, some have it for the afore mentioned reason others dont as its not legal and dont want the bother of fitting cats come MOT time to pass emmisions tests

just got my01 car through the mot yesterday .
the car was fitted with a prodrive sports cat and i was a bit worried at the chance it might fail the emmissions .
why was i flapping with my sports cat and a A FORREST remap no problem at all.
