Default Power lacking!!

I have an MY95 STI v1 RA. As far as I know, a decat system is the only mod. I run 99 - 100 RON fuel.

From what I have gathered the RA should have neck snapping acceleration, but it barely keeps up with an early standard UK turbo or an audi s3 I can often get 1.2 - 1.3 bar boost in top gear for a while, but that usually tales off after 4000rpm to about 0.9 - 1.0 bar. The power comes in ok at 3000, but after 4000/4500 it just revs out and makes noise not power.

On a particular stretch of road, accelerating corner to corner through second and third, sometimes it can accelerate ok, then on another day it really doesn't come alive at all! Totally inconsistent. I had this problem before I put decat downpipe on as well. Very uninspiring!!

Could this be a boost solenoid or coil pack prob?? Now and again, after it does start pulling, it feels like it is backing off a bit soon after - like dabbing the breaks gently.

Any suggestions greatly appreciated!!!

Coil packs and plugs worth having a look at first

Boost leak or a soggy actuator allowing the exhaust to bypass the turbine, look especially for a leaking DV/recirc valve.
