uk turbo high idle when pull to a stop?

uk turbo high idle when pull to a stop?
Hope u guys can help 
my00 uk turbo, when i drive it for a while and pull up it idles at 1500rpm for a bit before it drops bk to normall, it only happens some times.
went to clean the boost sols this morning and there like a little fome filter in the pipe line looks a bit worst for ware, what is it and what dose it do
any help would be great
