Default Dump valve question

Hi, looking for some wisdom
I'm not sure whether the dump valve on my 01 WRX is working properly.
Anyway, it was on there when I bought it so I don't know what make it is.
Should it "go off" when the revs are high - this one doesn't. Given that this i would have thought is when the turbo's pressure is at it's highest leads me to think it's not working properly. Get it up to 5000 ish revs at not a sound from it - all you get is a "chatter" sound, between sort of 2000 and 4500/5000 and it goes off with a whoosh. I've read on here somewhere that this chatter noise is the air passing back over the turbo which is bad - anyhow might be getting confused on that one but it's what's started me in thinking that I had a problem

Any ideas - is this normal ?

not sure mate a dump/bov should open when there is boost presant and you come off the throttle, so from at least 3000rpm upwards it should release the pressure, ther are some blitz one's that have 2 different type's of spring one that will open for boost from 0.5bar and one's that need at least 1.2bar to open, but if your unsure i'd get it changed
