Bargain Legacy GT turbo woes..

So i fixed the water pump, replaced the belts and replaced the front struts and taxed, insured and MoT'd my Bargain Legacy GT ready for the road at last or so i thought...
Took it for a drive and after a while the power (which i was just trundling with as i was on my way back from the MOT!) seemed to drop off and get judder as the revs increased & the service light came on!!
I opened the bonnet and found that the off side (drivers) turbo was warm to touch but the nearside one was scorchingly hot!!! Have i fried a turbo?? Hows best to tell other than the side to side wobble in the spindle?
And if i have how hard is it to change and how much? Where would you reccomend please?

The drivers side turbo is the secondary turbo, this comes into play post 4k revs, don't think it will be turbo trouble but could be a number of other things.
