brass restrictor between turbo and compressor

I removed a manual boost controller from my scoob which was on the car when i bought it.I replaced hoses between the turbo and the compressor and replaced the brass insert which was originally missing.
On advice from the subaru mechanic I was to drill out the restrictor until I reached target boost.
I have now reached 1.2 mm and still hitting boost cut.
Should I keep making the hole larger or is there something else I can try??
