If you want to make it quiker quicker and only spend £250 then I suggest you look at putting the car on a diet rather than upping the power.
You cannot mod a car on that type of budget. You could get a decat down pipe (more restrictive than the centre) decat the up pipe (not sure if the JDM has the cat like the UK) but would would still need to remap the car.
If you really want the go down the bph route then save some money. Choose someone to map your car and have a word with them, there are plenty to choose from. They will be able to give you tailored advice.

Oh and when you say cold air filter, do you mean a cold air induction kit??
If so, I'd take that off unless you're going to have the car remapped for it straight away lest you want to kill your engine!

For £250, hummm cone air filter, de-cat, exhuast (but there £400), strip the car out reduces weight and its free.

rear anti roll bar would be around that price and give a good effect dont need big bhp if you can carry speed.... dont no if JDM have a good setup as st tho ????
rear box and a remap but that will be around 500... better to save a get more BHP than to waste it and do damage dont you think

I am now in the opinion that bhp is not the be all and end all, after a kind of race with a R32 golf . for speed we were matched but round the bends where i couldnt use all my power for lack in grip he was away.
not sure what the r32 is like on paper or if the one in question had been modded .
but definatly I need to sort grip etc before adding more power.

What tyres do you have mate 4wd ony buys you so much traction; no good if our tyres are rubbish. A scooby should have more grip and composure out of the bends than a R32; the one I drove didn't even feel like a 4wd car TBH, more like RWD, witha bit of FWD added when you get near the limits.
