Don’t know what it’s called but I think it allows the ecu to bleed off some boos pressure before it gets to the map sensor for some reason and the adjuster as you say on the end is just a filter cap

next question is, if i have cone filter instead of the standard air box which i have, where does the very bottom pipe from my boost solenoid go, i know its just a vent pipe, would it be ok to let it vent to atmosphere or do i need to connect it to the air intake somehow??

To do it properly it should go to the air intake inside of the maf, since it is already metered air.
I don't know if it makes any real difference though.

To be honest mate I would leave the standard air box on and just put a panel filter in as the cone filter will drag in hot air from under the bonnet and it can cause damage to the maf sensor I speak from experience 2 maf sensors in 6 months and they are not cheep now with my standard one back on with a few modifications iv had no problems plus if you take the box off and let the pipe from the bottom float around I ended up with over boost and fuel cut
