The first part is unknown to me, but your fpr will cope fine the pump can supply a greater quantity of fuel, but the fpr will operate o.k., an up-rated fpr will allow a high fuel pressure to get more flow from standard injectors. i.e. new-age STI at +1 bar will easily manage 400 bhp ( or so I hope LOL ! )

Bob Rawe has previously posted to say that the pre 01MY regulator has insufficient flow to cope with a 255lph and so pressure will be increased causing rich running, so on your 99MY you would need an FPR.
