depends on year or car and mods and planned future mods.
in brief
EcuTek is the software used to remap the original ecu and works on 99~08, retains all the factory ecu features plus some extra
SimTek is a replacement ecu - MAP based and has two maps, 3D boost control and option plus many others etc of Antilag and launch control, very good value for money and is available for 92~05 the Drive by wire version is in development.
Apexi PowerFC is a replacement ecu - availabe only for 92~00 classic shape, very good value for money and works very well.. comes with a commander enabling the user to monitor what the ecu sees and select boost levels etc

cheapest is not always the best.
assuming you are not planning silly horse power ie. over 450
then a remap of the original ecu is ideal.
As to licenced and non licenced that is a very complicated subject.
You only need look at how many Subaru and Evo Tuners use EcuTek to see from a professional point of view which is better imho.
The main problem with the non-licenced software is it is not policed and it has been seen that some people are just loading generic maps, not custom mapping. EcuTek Dealers are vetted etc and anyone doing things they shouldn't will lose their dealer status and be unable to purchase licences and therefore use the software.
I should state that I am an EcuTek dealer, but I have used non-licenced software in the past and switched to EcuTek because imho it is better and a professional product.

Providing it's a reputable company with suitable Subaru tuning experience then it really does not matter what 'software' is used to remap the ECU, results should be the same.
I'd suggest that the majority of tuners would choose Ecutek over alternative applications as it comes with everything set-up out of the box and ofcourse carries the Ecutek branding so business is there from the off.
It can be difficult educating the customer that Ecutek isn't the only answer and this is not helped by those that choose to suggest any other software is inferior, stolen or that those that use it can't be as good as those that do
The software we use would provide the end user with the same result for less money

Got to agree with Zak on this one. The opensource softwhere has come a long way and is still improving. The result of a remap is down to the tuner's abilities and not the software. With opensource, you are just not paying £200 or so for the ECUTek license.
