Will a newage sti TMIC fit a 97 classic without mods if......
the dump valve is blanked off with a plate?
or does it still catch the valve on the top and require a section cut out and rewelded ?

No.
This is quite a big job. (Bigger than fitting an FMIC)
The BOV is not a big problem and no problem at all if you are doing away with it as I have done in the past. You could also use a flange adaptor to mount the BOV remotely. I have one here if you go that way.
You have to make brackets for the installation and resite the ICVS. The TMIC is a tight fit but a little bit easier if you tilt it up at the back. Also you need the undertray to match the TMIC you use. Unless you use a bigger scoop the results are not as good as they should be if you are running more power than standard.

i have seen the various threads on fitting them, i just could not remember if they caught the valve because people were trying to use the "bolt on flange style" BOV`s
the 2.5 is going to run 350/350 so a front mount is not what i am looking for, been running 300/300 on the stock top mount for years
will consider some more options
