This seems to be quite a common problem. I too have a 95 wrx import and has the same problem, hesitating at low revs. I cant seem to get to the bottom of it. Ive had new plugs fitted, checked coil packs and replaced one damaged one, checked vacuum pipes for leakes, changed fuel filter, and tried a brand new mass air flow meter and the problem still persists. Im running out of ideas.
