Cold startup problem??

Hi guys, wonder if someone can help me??
Just recently now the colder weather is coming in when i start my car in the morning from sitting overnight, it turns over ok but doesnt burst into life, it starts but idles really low and kinda bumps about rough, then after mabe 3-4 secs the revs suddenly shoot straight to normal and idles normal and smooth, the odd time the check engine light has also come on when has done this. The battery is fully charged and starter works fine, i have tried checking vacuum hoses and there doesnt seem to be any leaks, the car runs idles and pulls fine, also starts up again no probs at all, just the initial starting on cold mornings after sitting. I read the EGR valve can cause problems if its sticking/clogged? the car is a 1994 Impreza STI Ver 1 Import.
Does anyone know or have an idea what the problem might be? or even had this problem?
