Power steering intermittent from cold

Hi
My car is a JDM STI 2001 with 85k on the clock. When I start it from cold and go to drive off and turn the wheel the power steering doesn't seem to cut in straight away, then I feel the assistance come in, and sometimes it then stops and starts again.
Once I've driven down the road it is then alright until next time I have stopped and it is parked up for a while.
This used to happen for a second or 2 as I reversed off the drive but the last week it has got worse and takes longer to settle down.
I think the fluid will be soon due for changing, currently right up to max mark and not leaking, so I was wondering if it could be this, or perhaps pump, rack or belt on the way out.
