Looks like a cheap copy of the Optimate charger used by Bikers to keep their
batterys fully topped up.

Is that good or bad?
I was thinking of dropping a timer on it so it only came on for 15 or 30 mins per day to replenish.

Not for me to say if its any good - not used one so unfair to comment.
BUT - I've had an Optimate for approx 5 years now for our 2 bikes - its auto sensing so will only charge when needed by the battery.
No problems with it even when piggy-backed to 2 bikes.

why not just use your car instead of just locking it up in a garage,it doesnt do much good to the engine keeping it stood up for long periods.

Ditto above ^^^^^

Conditioners are better than using a charger on a timer IMO.
