DEI heat wrap is among the best but is pretty expensive in the UK. I orderd mine fromthe states through the seller below. Order the spray coating which is very good at coating it and helping to eliminate contamination of the wrap when in use and the associated smells.

eBay Store ? Cosmetic n More Web Retail Outlet: Search results for dei.

hope this helps

I used some aluminium wire to hold my wrap on. You can get stainless cable ties on ebay that will do the job.
I didn't spray or wet my wrap. I don't know if I should have done, and I have heard of peeps that do apply it wet. It doesn't seem to have made any difference and has done about 2k miles now.

As far as I'm aware there are two main benefits.
1) Keep the exhaust gases hotter and they become less dense and flow faster
2) Keep the heat in the exhaust system and out of the engine bay.

I'm not sure that it presents any hazards, but somebody else here might have more to say.
