Default A norty valve on my new cars engine (WTF)

Right, I got me ANOTHER classic wagon
The previous owner (I assume) has fitted a bleed valve or MBC to it but in the wrong place. He's fitted it in between the top of the dump valve and inlet The only reason I can think why he's gone and done that is................................... I don't know!!!

Any ideas chaps?

I was thinking this. I'm not really a BOV fan but it only sounds at 5k and over...
