Default throttle problem

having a bit of bother with my throttle on my my99 turbo 2000,when ever i back off the throttle or change gear my car seems to hold the throttle slightly on its own,if i change gear at 3k,back off the throttle and drop the clutch as you would,it revs slightly on its own,up to about 3800rpm before dropping off,it does this every time, ive stripped n cleaned the throttle body to eliminate any sticking, the throttle cable has the right amount of slack,so im putting it down to something electrical i think, ive checked for error codes, all clear, anyone had this before or got any ideas?

hi

mine does this on my2003 wrx, more so when you are giving it some beans, i have checked throttle cable etc.. and have no fault codes.

It seems better under normal steady away driving, cant seem to think what it can be too.
