I have a 97 classic what's the next step up for the intercooler looking for something that's a straight swap

A STi7/8 is nothing like a straight swap though.
MY97 and 98 had a unique design of the IC, with a pipe flange for the BOV.
There are bolt on aftermarket one, I'm not sure they're really better.
If you replace the plastic Y-pipe to a STi or silicone one you'll gain airflow, if not cooling capacity.
For true increased cooling capacity the alternatives basicly are
1; STI7/8 IC, you have to reweld the BOV flange and fabricate new brackets, bend some steel around the dogbone fixing and probably do something about the clutch reservoir. And remake/buy fitting undertray and rubber seal...
2; front mount, I have not done it but it involves steel cutting and front spoiler cutting. Usually better cooling but some more lag than top mounts. Oh, and you can't retain the airfilter box.
[IMO! IMO! dives for cover, ready for FMIC-lovers slagging]

< fires various random coments at Adam pmsl

lag only tends to happen with either a tiny tiny (aka td04) turbo or not mapped correctly for the front mount
