myblackwrx's comment is the first thing to check.

Beyond that, check the fuse, and, if that's good, check first that the brake switch at the top of the pedal is connected properly. If it looks good, you need to unplug it and test the switch with a continuity meter.

Fusebox is under the drivers' dash on the rhs or in the engine bay (if it's a classic shaped impreza my jdm ones are there)) still in japanese though.
Pretty sure they are 10A and are located in the dash fusebox.

May sound odd but if you bang the light does the brake light come on (whilst the brake is being depressed)?

I had the same problem on my classic wagon. All the fuses and bulbs were ok, side lights and indicators worked, just the brake lights did not work. I checked the switch on the pedal and it appeared to be ok.

As a final attempt to resolve the problem before I called an auto electrician I diconnected this switch and then reconnected it. This cured the problem, I can only assume the connectors were not quite seated properly.

Is your horn working?

The horn and the brake lights are off the same fuse, mines was blowing all the time and it was the horn that had a fault and was blowing the fuse.

As jimes put - remove the connector from the switch and bridge the two terminals on the connector - brake lights should come on.
If not and you have power on one side of the connector - you will have to trace the wiring back to the brake lights to see if there is a corroded block connector/broken wire.
