error code 24 legacy turbo 93

Hello,
I´ve got a problem with my Legacy Turbo, its code 24 Idle air control sensor but I don´t now if the code 24 is right.
So my Problem is when I start the engine it revs up to 2500rpm it runs about 2 minutes at 2500 rpm then the rpm goes down to 1200 an up again up to 2500rpm and again and again and again.
When I disconect the idle air contorl it revs up to 1200 and than up to 1500 and than it goes up and down.
The engine is not running smooth and it has fail explosions like the timing when the cylinders egnition is not right.
I had the engine out of my car to change the hydraulic lifters an now i´ve got the problem.
Sorry for my english I´m from Germany and its hard to discripe some special problems wit the engine.

Yes I checked them an now I have changed the MAF sensor but I still have the same problem.
I checked the Oxygensensor but it is allright.
