I have worked out over 45 gallons im avaraging 17 mpg my clutch slips so the whole time thats been driving like miss daisey wtf!!!!

What could make my car soo bad on fuel it is a 97 uk 200 turbo has 3" turbo back de catted fmi and air filter.

Im going to get an apexi ecu eventualy, anything i can look at in the mean time to sort out the fueling as farr as i know its not chipped as it has the stupid 3 plug ecu.

Any number of things really.

Over fueling due to faulty lambda, injectors, fuel pressure reg, MAF sensor, MAP sensor, ECU, engine................

Best thing is do a fault code check and go from there

Best thing to start with is do a diagnostic check and see if there are any fault codes stored on the ECU and go from there. At least this might narrow down what it might be.
