Do you mean covers?
If so, then despite them being referred to as 'covers', to fit them properly you do need to remove the existing large foglights, yes.
This is certainly the case for the early MY93-98 bumper (with the 3-bolt 'squarer', flatter covers).

If MY93-98 refer to above. Remove foglights... bolt in the 3-legged black metal bracket (with a triangular bracing bit to it) to the bolt holes that held in the fogs... locate the indicators back in place... then finally bolt the covers to the brackets.
You have to make sure both the brackets and covers are put in the right way round. The covers are slightly oversquare and they sit with the longest side vertically ("portrait" rather than "landscape", if you see what I mean). Also the single, curved edge should be on the inside and at the top, when they're on correctly.
As for the MY99/00 bumper ones, once again I'm sure the fogs have to come out, but don't know if the MY99/00's more rounded, convex covers fix to a bracket . I do know that they're held in by one screw at the top (and possibly a locating lug at the bottom ). Not sure really - you best wait for someone else to come on here to tell you...
