Default Car not starting, 4.6v to fuel pump

Went round to a friend earlier as his car was not starting, there is a spark but no fuel. The engine turns over but does not fire. The fuel pump does not prime when the ignition turns on and there is only 4.6v to the pump. The fuses are o.k. and there are no fault codes stored. Anyone had problems like this before?
Cheers.

If it's a classic Scooby, check the wiring/connectors under the drivers side rear seat - it's a common problem..........

Sorted, fitted my old pump to his car and it fired up first time.
