only running on 2 cylinders, please help

Hi guys, got a problem.......i'm not getting power at the leads on the coil packs, one on each side of the engine, (both the black connectors, no spark!)
so only firing on 2 cylinders!![Cry2](https://www.scoobynet.com/images/smilies/cry2.gif)
i have checked the wiring, and it seems fine, is there a relay or fuses i should be checking, (as my car is an import all the fuse box writing is in japanese)

2001 jap sti, i swapped the coil packs over, connected to the plugs out of the engine so i could see them sparking, checked the wiring, don't know what else to check??? relays?????
