Central Locking Not Working On 2000 WRX Type RA...

Not much beyond very rough guesses given the amount of info you've given us. Could be a number of things from a broken wire to a broken doorswitch to a broken CL timer to a broken alarm controller relay.
Has it suddenly stopped after working fine?
Are you talking about it being broken when you lock the driver's door with the key, or when you press the button on an alarm fob (or both)?
Answer the questions above and we can narrow things down a lot.

I can't really give lots of in depth information as I've not long since had the car, it never worked when I bought it. I was told the car does have central locking when purchasing.
I also enquired on the forum & was told the WRC Version of the Type RA came with central locking as standard.
It doesn't work with the fob or keys.

The only way to find out for certain is to look under the dash for the timer, or take one of the (passenger) door trims off, pull the polythene and check for the presence of an actuator.
