the wiper doesnt work on any intermitant or low settings... just high setting and when you put it back the wipers stop dead.. acting like an on off switch? when you pull it towards you it does nothing but the squirters work on the end of the stalk

here a relay clicking when you go for headlight washers too.. not sure if its related?

What year/type of car? Later classics (if not all of them) and newages/hatches the wiper timer is built into the stalk body, so first possible remedial action might be to get a spare stalk cheap on eBay and just plug it in.
