All the time meaning? ........when the car is off? on ignition? when running? under boost? under idle? etc etc.

The boost solenoid should click when functional but not erratically.....have you made any recent changes to boost pipes turbo? etc etc.....any changes to wiring??

sounds like the piping going IN to the solenoid are plumbed in to the wrong points or the pressure sensors fkd
