Default 1994 WRX RUNNING PROBLEMS...help please

Oxygen/lambda sensor 1994 wrx import if check engine light shows code for oxygen (32)fault, could this effect running off car/fuel.. if it is not functioning correctly..?
could it effect my boost as its running 0.5/0.6 off a bar when should be 0.8/0.9 (standard)

i have replaced intercooler and hose incase off cracks.
could the actuator be worn? doesnt look like its ever been replaced.?
is the boost solanoid be possibility?
is there anythink else that could cause under boost?

If it's showing code 32, then you will need to replace the lambda.

A failed lambda causes the car to run stinking rich
