Whats the black bit on the arch?

Classic shape, the black bit in front of the wheel right at the bottom of the arch above the sill, is it just a black sticker or a shapped plastic cover as mine does not have them.

Yeah, I've always wondered what they are? What the hell's it for? lol

Are they not fitted to the MY99/00 v.5/6 cars, only?
