does a towbar fit to on a classic, is it the tow eye bolts and exhaust hangar?

bought a pct one on ebay cant see how it fits, it has 2 vertically alligned plates a foot long an inch deep with 2 hoes in each, they wont push up to chassis legs as they are square and the legs taper in behinf the wheels?

has a ebay user ripped me off then
