Default Turbo seals, help needed

I have a 2003 WRX with PPP, it is putting out white smoke if left ticking over for a while, more so when it has not been used for a bit. I was told by my MOT tester that the turbo seals will have gone. You can smell oil when in traffic.
I took the intercooler off to check the pipe from the turbo, there is only a bit of oil on the pipe walls. I don't know if is leaking on the exhaust side !

Does this sound like the Turbo oil seals ? Is there any other way of checking ? Please help, Thanks, Alistair
