in the service manual it states that when you change the oil you should use liquid gasket on the sump drain plug?

No, no need for any gasket other than the standard sealing washer. Best practice is to fit a new one each oil change, but IME even that is far from necessary, never seen a re-used one leak.

I sometimes use a little ptfe tape dependand on the car and type of plug. But have never heard of threebond being used on a sump plug.
As above a new crush washer is all that is needed although the exisiting one would probably be ok
