Sep 1998 to Aug 2000 (MY99 and 00) OEM ECUs are remappable by EcuTek software yes.
Most mappers offer this service. Unfortunately, the very first map requires the mapper to obtain a licence for the ECU, so the first map costs c.600+. Subsequent full maps though cost £300-350. Even less - c.£150-250 (depending on mapper) - if a only modest map "tweak" to the existing map as required.

so if its going to cost 600+ for a map i may aswell save longer and go for a simtek you think or would a ecutek be fine what sort of figure would i end up with currently it boosts to 12 psi how safe is it on a td04

EcuTek is perfectly capable as it still behaves as per the OEM Subaru ECU.
Simtek offers good features - dual full maps and MAFless stand out here. Price supplied, fitted, mapped is around £1000 - dependent on MY. Plus you can have added ALS and LC for around a futher <£200.

The advantage with going for the Simtek on your car would be removing the maf sensor as it is mafless and the maf is a weak point on the 99/00. There are other advantages but on a reasonable low spec car (no offence intended) but standard turbo is a smaller gain for the extra outlay over ecutek. The emissions boost thing to reduce sound emissions would be gone whcih is good and the other quirks associated with 99/00 but not everyone notices them.. and therefore wouldn't notice their absence.
I have done a few on standard turbo on simtek and the launch control and antilag worked surprizingly well on the small td04.. the main difference in normal driving is that it would be a lot smoother and you have the advantage of two maps etc.
