Default Help, 03sti intercooler to turbo hose. The metal bit moves!

Been cleaning the engine bay today and found that this metal bit moves! is it going to fall apart?

its meant to be there to help lever the intercooler hose on.

it looks like a hole in the pipe like something wedged in it. im sure when ive had tmic it never had something like that there

there is no hole and nothing wedged in to it,
my 03 sti had the same and i was told it was to use a lever on for fitting the pipe

here is a link to another with the hole wedged shut.

I wonder if those guys realised that it's not just a 90deg. elbow but also has an offset as well! The turbo outlet is slightly different height to the intercooler inlet!
