Default timing belt change

Just after a few opinions on my brothers car problems, a my98 uk turbo.
He has just had the cambelt changed and now it will hardly start, and when it does it sounds like its not running on all cylinders.
Had the mechanic back and he seems to think it is the head gasket, even though it was running perfectly before hand.
He has checked timing and says its correct and Its just had a brand new battery on it aswell and mechanic says spark plugs look ok.
He seems to think its the head gasket as the header tank is getting quite hot quite quick but the engine was running perfectly before hand.
He wants to do a compression test and sniffer test at extra cost but could the head gasket have gone just like that at the same time as cambelt being changed?

sounds funny to me, has he got the crank pulley marks correct as there is 2 marks on it, and they are 90 degrees apart so it will run ****,.

He is just a mobile mechanic but has work on subaru's before and has worked on mine.
My first thought was timing was out on it, but he marked them before removing the old pulleys and lined them up. He showed me the marks but as im not a mechanic I aint got a clue.

How big a job is it to rotate the crank pulley to try and resolve as the mechanic cant come out till saturday and it would be nice to know if the engine is knackered now or not?
Anyone close to shrewsbury who could help us fellow subaru owners out :-)

Would it be too big a job for me to have a go at, as brake pads are probably about as far as Ive gone so far.
Our usual mechanic is unable to do it at the moment, and just want to get my brothers car running. Our trust in mechanics is going down a little now.

Any tips on how i would resolve that as I really want to get the car back running for my brother without having any extra cost.
Dont suppose there is anyone localish who could point me in the right direction?

there is 2 marks, but if set to that, the car wont start. but turns
and you will find you only get sparks from 3 plugs

i found this out a couple of years back with my first engine build
for it just to strugle, id also say its out, but a tooth say
