Default Auto/Manual Switch behind Handbreak

Does anyone have any idea what this switch does. when in auto its lights up.
I was told that if roads have ice on them put it in manual.
At a guess i thought it could be traction control.
Nobody seems to know and its really bugging me. Its on the 93 1.8 gl Impreza Automatic

Oh one other thing foglights/spotlights on the front off car dont turn on and before i start checking bulbs etc... was just making sure that to turn them on you press the foglight button that also turn the rear fogs on aswell?
