Default Tuning old Legacy

here in my shop one of the techs has a 91 legacy turbo with a JDM swapped EJ20, this past weekend we swapped on a TD04 from a new age WRX as well as a top mount from a turbo forester and some 440cc injectors. problem we are having is that nobody int eh states does anything for the older ECUs, only the new age stuff that tunes through the OBDII port. Are there any options that you guys know of for tuning the old chippable ECUs? or are we stuck going with some type of stand-alone ECU?
