Default Handbrake on but wheels still move an inch

Hi, I have a problem I have never come across before. After applying the handbrake the car still moves forward an inch. So i jacked it up at the rear and found that even with the handbrake on I am able to grab the rear wheels and rotate them about an inch before they hold solid. Its beginning to annoy me at traffic lights and when parking. Any ideas what might be causing this problem? Thanks in advance! carlos

So does mine. It's a tiny movement, but for some reason, it really ticks me off.

My 2007 WRX does this as well. I thought my handbrake needed adjustment and was going to get them to do it at the next service
