Default Need to hold more boost, uprated actuator or boost controller?

Need to hold more boost, have a Andy forrest turbo charger with standard actuator and using a blitz electronic boost controller. Currently maxes out at 22psi. If want to run 25psi boost do I need uprated actuator and have it set to 25psi but would the controller still be able to lower pressure as required or just remove controller and buy the uprated actuator and have only the one max pressure?

tdo5 20g Andy did say will hold 1.5bar with no problems

not sure if its just the boost controller maxing out?
