Your pictures are very small but I would suggest you find a good bodyshop and get a quote off them, it may not be cheap though (we are talking in excess of £500 here) as I take it its both rear arches (if not then the other one will probably need doing shortly).

as Tony find a good body shop get a quote, the arches from the pictures dont look as bad as some i have seen so you see a good result.

Click the pics, they go huuuuuge then :-)

There is some underlying rust,so its not just what you can see,as with any rust, once you dig at it,what was 1" say turns to 2"-3" etc,but as said, not as bad as some

the sill could be t-cut/polished then covered but the arches need a good clean with polish/t-cut and alike, then underseal the inner of the arch, remove all the crud etc from under there if you cant afford a body shop repair.

If you want to stop it as it is,yeah, clear the rust, use a KRust product etc as that will stop the rust spreading, treat it to some underseal and also,if its being sprayed later as the car is off the road, once the rust has been removed/Krust treated etc, slap some underseal on the visible rust as well. You cant beat a bodyshop job really, but, you can help prevent more rust eating away so it remains surface rust

As sad as it is,my car has been off the road for 3 mths, upgrading bits and using a m/bike for work etc,so i have been treating/drying the arches to stop the rust appearing when the rain stops,as the car isnt moving,it isnt drying normally like it should and water sitting there for days doesnt help
